It means that this guy is constantly alive but unable to move when there's no wars that implies magic near Demacia. I feel really bad for Galio now, can you just imagine how horrible it is to see people you've met, grow older, days after days, years after years, decades after decades, making them eventually forget you and see them slowly dying while the only thing you can do is watch? He is so f*cking alone now. The only time Galio talks about it is with Poppy, which by the way is the only person he knows:
I like you, little blue person. You're the only one who doesn't change.
This makes Amumu's "sad" story kind of laughable.

Tortured until driven insane.
Abandoned on the street and forced to survive through her own ingenuity.
Framed, forced to flee for his life, had to kill his own brother in self defense.
Trapped in a pocket of time, forced to live with the guilt that he was unable to protect his homeland which is now totally anhilated, while also having the unpleasant disease of being thrown back into his own time stream at various points, although knowing the outcome is predetermined.
