His current splash is the only one and undoubtedly outdated. The champions who had been released in the same year with him (2010) already got the new one except Poppy Irelia Xin Zhao (pls correct me if I'm wrong) and the new splash arts for Maokai Warwick Anivia are coming. At least give him new splash if you cant give him some VU/TU.
I'd assume it's coming; speaking of, I think it'd be pretty cool to get a shot of him slamming his fist down on his desk/map of Runeterra, doing tactical things.
Once Sion's was gone we saw nearly the end of "Champion standing in front of a gradient" arts. Mao, WW, and Anivia still have them, but like you mentioned, their new ones are incoming.
Swain's is probably soon after that.
I think he actually might get a VU, possibly a substantial one. Mostly because from the Reborn promo, the brief silhouette of him shown doesn't match his classic skin in many areas, and he doesn't look like he's in his Tyrant skin either (definitely not the helmet or shoulderpads).
The differences in the promo, are some things that are pulled from his Tyrant skin. His cane is a clawed staff, Beatrice is larger and looks a bit more like that weird pigeon-turkey thing she is in the Tyrant skin; shoulderpads also look slightly different.
Also lore-wise, the Tyrant skin is technically his current lore appearance because that's what he was wearing in the last issues of the Journal of Justice when he became the Grand General. And in the Tyrant skin, he doesn't limp anymore, hence he doesn't use a cane but a staff instead.
So if they were going to make all the other skins consistent, animation changes like removing his limp and his cane in the other skins would seem to fit. It's a bit of a weird situation because while usually the 'classic' skin is considered the actual 'lore-look' of the champ, the Tyrant Swain skin is what Swain currently looks like because it was featured in the JoJ. It also features some physical changes to Swain such as his walk cycle, which means lore-wise he shouldn't limp anymore.
That's what I think anyway. Could be just a nice texture VU, but I have a feeling it'll be come more than that. Along with the animation tweaks, maybe some slight champ mechanics update too?
He's probably on the list of people that are coming up soon. They have a batch that will be out in the next patch so pretty sure there's plenty more to come

Not disproving your point, he does need a splash, and it will probably come soon. Since it's nearly end of the season, you'd have to simply give the benefit of the doubt and assume that things like this are going to be done sooner or later.
Irelia needs one desperately too.

. It would be even better if you could see it on the loading screen instead of just having to go into the champion section of your client to see it.

I feel like his splash art may not be up to the standards of some of the current splash arts, but I see where you are coming from with wanting a new splash art for Swain. It's technically not bad, but it is, in fact, outdated in some ways.
I bet it's coming next patch, along with all of the other remaining champs with sub-standard art.
Speaking of which, I do so hope Taric's eventual new art looks really cool... I love his old one...
