As for Poppy and Taric, relax , they are recent updates, so it could take a while to receive skins. Look at Sion, who got rework in November 2014 but only got his skin recently

DafTennant1 votesI've been thinking of this ever since the new lore came out for , but how about a skin for him that's a blatant tribute / rip-off of Avatar: The Last Airbender with some skin showing (need to keep his eyes hidden, of course), nomad style robes, and blue tattoos? I mean, you have Super Galaxy as a blatant tribute / rip-off of Gurren Lagan, so why not, right?

Riotmoonstones1 votesIt varies - it's more of a case by case. Lower tier skins may only take a couple weeks, whereas an ultimate skin can take upwards of a year to develop. The time is reliant on the content of the skin - new VO takes a bit to record, as does creating new tech for the skin, if it's needed (i.e. DJ Sona's form swaps).
Our team is pretty large, so we're able to work on a good chunk of skins at a time, so we have more than just the next patch's content in the works at any given time. :)

Katey has confirmed that a champion that received a legacy skin is still a option for a future skin, since the one they got is not going to be availible for most of the time. So Slayer Panth and SSW Talon do not count as skins for the skin cycle.

Not to sure on Zyra , I think she could use some help, but not sure. I think Kennen could use some help , but Riot gave him a Blood Moon skin (Thank Fucking Jesus, after a 4 year wait)
