@Riot Is there an effort being made to get every champion up to 5 skins?

With the new client, 5 skins are shown at once. It's a little odd to go from someone like Lux, Ezreal, Sona, Leona, etc. to someone like Vel'koz or Yorick and see an empty slot for a skin. It really highlights the discrepancies in skin availability. Is there an effort to change that, particularly for characters that have been out for a long time?
