This post is to share my understanding of how ChampUp team works on ideation phase.

As most of you may know. Every time they start their new projects for large scope champs. They also start the ideation phase which is the process of finding the best direction of narrative, art, kit for champs in tier 1 (They usually have 2 - 3 of these going on at any given time).

What is the meaning of being listed in Tier 1? I think champs on this tier is the first ones they prioritize to start ideation phase on. The team will do "their best" to find out every element I listed above. If they can't they move on to other champs in tier 1.

for example they passed Urgot for so long because they had no idea who the champ he would be after reworking.

I dunno if they run through every champs in tier 1 at the same time but my hypothesis is this. Every tier 1 champs are not equal even being in the same tier. For example Mordekaiser and Volibear are now on tier 1 but we can safely say that Mordekaiser needs VGUs than Volibear . So, the team might choose Mordekaiser Swain Irelia to be working on in ideation phase. If they can't find a very cool solid idea for them even with "their best". They move on to Volibear .

What really got me is Reav3's statement about exceptional case.

"Tier 2 champs could still get picked over Tier 1s if we have a really solid cool idea for a champion in Tier 2. Tier 1 are just the champions we will prioritize to give VGUs. If we can't find something cool we aren't going to go into production on a champion even if it is Tier 1. I really feel dilemma about this. While I believe that working with something they confident and inspired will deliver something great for us all but they have to prolong many champs who really in need of VGUs. What if they come up with really great ideas for Azir Yasuo and plan to give them VGUs because they just have "really cool solid idea" like they did to . So Swain Mordekaiser Nunu will be hold off till the end of the day? I really hope these exceptional cases are purely "exceptional".

Well they said that Tier 2 champs would get picked over Tier 1 champs if they have a cool idea for a tier 2 champ. That doesn't mean that the same applies to Tier 3 or lower.

Tier 2 likely includes champs like Corki or Kennen who are in need of a VGU anyway.

Good post! While I can't say for certain if your idea/hypothesis fully applies to Riot's disposition towards VGU's, I think it nonetheless might explain some things that we might not have gotten in their actual post itself.
