Because he's the most obvious blood moon champion by base aesthetics alone, and he has a transforming model so any skins they make for him will be 3x the work anyways

Remember when the blood moon skin line came out and we though for sure 
would be first one line to get it? remember when we didn't get it for a long time and the only reason they end up doing it was because of community heavy request? because a champion fit perfectly a aesthetics of a skin line doesn't mean they get said skin, it has to made sense thematically (usually a bunch of what if scenarios) and be different enough from the original model so it is easier to make (that's why aatrox wouldn't get one because colors are similar, well that and that he is too unpopular and wouldn't sell...then again we got debonair galio when he wasn't popular so I guess if someone on the riot team main him we might see him, any riot employee main aatrox?)

Nah, too soon and new. And not a very popular or well-recieved champion(s) at that. Maybe someday for season 9...
However, I'm 90% sure it's going to go Zed instead. And it'll be a legendary. Aside from Syndra, he's the only one out his original lore-affiliated lot that doesn't a Blood Moon skin.

Zed's a popular and iconic champion that's been around since 2012. Yet despite this, he still hasn't gotten his own legendary skin while latter releases like Jinx and Yasuo have already gotten theirs. On top of that, he's seen an increase in play thanks to the lethality buffs and received numerous stats buffs in a recent balance patch. IMO it's fairly obvious that Riot's prepping him up for some inevitable skin sales.
well to be fair all transforming characters like nidalee and elise are great skin targets since they have more than one model
Imagine the UI mess that would be caused by trying to pull off a skin like elemental lux on him.
