They don't. They use my Paint skillz instead ;)
The funny thing is sometimes the skin looks nothing like the splash so you buy the skin but it looks like shit. :P

About 70% of Splash-Arts are done by the in-house Art teams. it's not uncommon to see some done by Freelance Artists, the Leopard Nidalee skin was done by a Freelancer for example.

They put in a lot of effort and time. Splashes take soooo long to make. I can barely make stick figures, so I really like seeing their art.
