and his father (Jarvan 3) are alive
No, he still has a jaw. You can see it on his model viewer. The crown is just bolted onto it.
He had a jaw when alive, before it either got smashed by every demacian there when Sion smashed one of the previous kings, or decayed off while he was an inanimate corpse.
