Bilgewater- it needs some more background

The reason say this is that Bilgewater has probably the smallest champion pool (only and possibly ) and that we barely know anything about it other than that it is a port-city with pirates. We don't even know if it has a government or if it just in perpetual anarchy.

One thing you could do would be to give it a new champion (Naut was the last one it got and he was released on 2/14/12, 2 years ago) with either a leviathan who could be a constant threat to the city, an admiral champion who could be trying to bring order to the city/ just trying to take it for himself, or something else.

Riot please give us some new information about this place, it sounds really interesting but you never do anything with it. Also please change GP's lore so he gets to be the pirate king.
