I play on NA but I'm a native German speaker and when I listened to his German V.O. I realised he has additional lines that seem to be his taunt and joke. I realised other languages but not all also have more lines Anyone interested as far as I could hear his missing joke in the English V.O. is "How about a back massage?" And his taunt is "Did someone lose their spikes?"
Rammus was originally released with a bug where none of his VO lines played except "Ok" This was back when League was a much smaller game and Riot was able to communicate with it's fanbase more easily. Everyone thought it was hilarious so Riot decided to keep it. However Riot tailors jokes and whatnot for different areas. Some jokes just don't make sense in other languages so those champs get different jokes instead. As such areas that didn't react as positively to a champ with no lines has the bug fixed and the lines put in properly. That being said he is an older champ so he only has a couple lines.
