Yes, it looks cool. But cmon. Seriously, Annie has 10 skins (I think?) already. She doesn't need more.
She has the most skins in the game. Please Riot. When there are so many other champs suffering in the skin department, why did you give Annie a skin?

Annie has enough skins. I think that this hextech skin could have gone to a whole bunch of other champions. Some that come across my mind:

And then there's the fact that it makes sense to give the hextech skin to a champion with a low Ip-price,as the skin will most likely come alongside the champ for free and making it so that the skin is for an easily accessible champion will make the hextech boxes probably a lot more desireable.
Also for such a system it would make sense to pick one of the more iconic champions of the game,like annie.
Last but not least you have to keep in mind that it would really suck for these champs to finally get a new skin....only for it to turn out to be an hextech exclusive one that can only be gained with a lot of luck or a lot of RP during the time where premium boxes are avaliable.

It doesn't work this way. As example, I'm a single person who made 3 Taric skin concepts, there are many other people who also made some Taric skin concepts (I'm sure there are thousands of them). The chances that at least one of them will get into the game with his visual rework are lower than Malphite's IQ.

Combine the power of the forums along with creative design! Send Riot direct inquiries? Release your "patented" artwork. I imagine they can't just go and make a skin without permission from the author.

The amount of Karma players is extremely low, yet we had a big group of people who tried to make Dark Gravitation Karma (or evil Karma) come true for like 2 years, some people even wanted to do cosplays for her, different artists made pictures dedicated to her. No luck.
