They are totally different tools both by design and how they work. I saw how the rose on his E resembles the crest of Fiora's family but until anything is settled I'd say he is (was) a wealthy Piltoverian.
I often confuse rocks for metal barrels. I mean if Lucian held his guns backwards would he become akali?
Well, they may look alike as handguns, but that is only the back of Whisper, if you look on Jhin's hip you can see the rest of the sniper
Main differences is that Lucian's pistols don't have triggers for some reason.
I prefer 
's. Jhin's pistol by itself looks wack. If it's attached to an extension, maybe it would look good. But by itself, it's ugly.
The similarities are pretty much just that they are both rectangular and white. I mean lucians guns seem to be stones with a metal hold attached to them...
