dude shut up cmon. why you so mean? annie only has about 6-7 skins while champs like zac or vel only have 1-2 (not counting the base skin) she needs more skins! so does teemo btw he was only the champ with the most skins... so riot gave him another one.
She got it because it is a hexcraft-exclusive skin. Imagine how awful it would be for the sion&lissandra-players if their new skin had become this skin,they would need to buy/earn at least 10 hextech boxes to get it(and as far as i heard the rare gems are rather rare and can be turned into a new box and key,meaning you sacrifice 10 boxes to get the skin!).
It also makes sense to give such a skin to a more iconic and cheap champion and the skin theme probably worked better for annie than for any other champion in that category.
