Why when everyone talks about "battlecast" skins...

They always forget to mention Xerath. Or in general why is he so Neglected? He doesn't appear in any splash art of other battlecast dudes

Because his battlecast skin is garbage and it doesn't feel "Battlecasty" at all compared to the other ones...

I think it's because he's not a part of the series as such. The Battlecasts are creatures (none of them except Xerath, arguably Urgot, are humanoid) that were either augmented or replicated as robots by Viktor. Battlecast Xerath was released before Viktor, and it is the only one of the battlecasts that cannot be seen in Creator Viktor's splash.

I might be wrong on this, but I think this is true.

Battlecast Xerath doesn't look or feel like he fits in with the others. The others look like they were completely rebuild being that were changed into war machines.

Xerath just looks like they changed his casket to look more armor-ish and more than likely isn't a physical being to alter like the others any more.

Overall he is a bit of an oddball for the series since he was released before the battlecast series really became its own thing,similar to how vandal jax doesn't look aynthing like vandal brand or vandal vladimir
