Demacians have a thing against mages.

With the new reworked Galio and The story the Soldier and the Hag. I'm pretty sure that mages are hated fiercely in Demacia. Just think about it, their city was built from running away from mages. Jericho swain, the leader of their sworn enemies is a mage on top of that the amount of mages that noxians can produce seems to be a bit absurd Cassiopeia Annie Vladimir Leblanc (yeah i know gameplay wise LB's an assassin but like she's still magic.). Demacians such as Vayne dedicate their life to the destruction of magics. When Garen finds out his sister is a mage, he treats it as if his sister were gay back in like the 1940's he's super torn up about it and feels a bunch of mixed feelings about it. This is further supported by the fact that Lux is the only real mage we know of that's 100% from Demacia. Apparently she's also powerful enough to make Galio come to life. Which means that Lux is the first mage from Demacia that's actually really powerful for a good long time. He only ever came to life when enemy mages showed up so its been hundreds of years since Demacia had a mage fighting for them.

I thought that was the entire point of Demacia? Their entire city is made of anti-magic material. They make armor out of anti-magic materials. They have "doctors" to "cure" mages.

So yeah, I'm fairly certain it wasn't meant to be a subtle hatred of mages.

Also, just noting, Cass's powers came from being turned into a snake-woman.

Demacia doesn't produce mages in the same way Russia/ China/ Conservative America does not produce gay people. They totally do but every part of the culture actively tries to erase them.

Noxus seems to produce more mages simply because magic is power and Noxus embraces power.

Demacian mages are usually banished though. I don't think Lux is the only powerful magic that Demacia had for a long time.

Magic doesn't seem like a thing that you can cast out. Like just because you don't like magic, It doesn't mean you will have less mages. Magical talent comes from born If you ask me. Some people are just much more sensetive to magic and they have natural talent to control it.

Like LGBT people. Just because some countries have traditions against them, It doesn't mean they have less. People of LGBT in these countries, just hide, or get banished, or they willingly go to other countries, or sadly get killed.
