Found in in the Bilgewater PDF. Either it's just a very very sweet doodle make by Riot, it it's something more.

I mean, i know some characters are for Lore only, but damn. This guy is looking pretty sweet. I could go and say that it's a priest of some sort, due to Bilgewater and the Mother Serpent.

He looks REALLY awesome. Is it an upcoming champion? I doubt it, but hey, squid mage.

Imagine if he was a new shapeshifter. Turning into a giant octopus and casting slimy spells and stuff.

It's one of the Serpent Callers of Bilgewater- They can summon big sea serpents with their horns on their towers.

Even if this is "just a serpent caller" how awesome would that be of a champion i mean an ultimate similar to fizz, some river interaction, some sweet baron taunts and im sure some cool water abilities

On summoner's Rift where the Bridge in the Middle Lane is with stone pillar's. Maybe there they could place a Serpent Caller on either side of the Lane? Or, maybe the Black Hole Alien sort of Yikes could be the Bridge Protector and energy sucking stone artwork if we should stand too close? Maybe like the two Sphinx'es in (c) Never Ending Story, guarding both sides of the walk trail.

His staff reminds me of abyssal sceptre. Might be because it's a skull, but eh, he's still a bad ass as hell Serpent Caller.

Look at Concept Art for Pantheon, Kha'zix, and the new GP. It's usually better. Sure, the concept looks really nice but they always fuck something up when they transfer it to the game. It's like the artist and the 3D modeler are different people.
