How does it make sense that Targonians have associated Constellations?

So far we have 2 Aspects that are tied to Constellations in Runeterra. -The Pantheon (chilling out in Atreus) -The Protector (chilling out in Taric)

If Targon is a space-faring empire, then that means they have multiple planets from multiple Star Systems under their control. Constellations are on a Solar System by Solar System basis (+ time since relative positions of Stars change). Everyone can't have a Pantheon/Protector since from different positions in space, the sky looks different. So the question is, are Aspects on a Planet by Planet basis? Where do they stand in Targonian Society? Do they make poor Aurelion mess with the positions of Stars so they can stroke their egos?
