Azir's goal?

What is Azir's true goal? I mean, almost everyone else kinda has one.

: Kill Thresh, free Senna, then probably kill himself so he can be with her or cleanse the Shadow Isles : Gain enough power to triumph over her sister : ^ : Find General DuCouteau, probably truly unify Noxus : Die an honorable and incredibly graphic death : Get Soraka's heart : Find out what happened to his people : Find her brother : Become free from Targonian tyranny : Restore her family's honor : Unify the Freljord : Take over the whole world : Stop Lissandra etc. etc.

But what about Azir?

Sure, he is out to kill Xerath, which, mind you, would result in an EPIC battle. Or better yet, Nasus and Azir vs Xerath and Renekton. That would be freaking amazing. Four Ascended beings of Shurima locked in combat??!!!

But I digress.

The point is, once he kills him, then what? Is he going to resurrect Shurima? Then how? Like, "Hey, I'm Azir, a bird man from a few millennia ago! I'm making this totes cool empire come back, wanna live there?" I don't quite see how that would work. So, he can't just live in an empire with a bunch of sand people, either. I don't see him joining Demacia, Noxus, Piltover, or any of the major city-states either. So my question is, where is Riot going with this? Any thoughts?
