Their clothing is very similar if you ask me. Both in style and colors. It's evne more evident in game i feel.

I do not think they are related by blood. While there are obvious thematic similarities between them, a family member that also happens to be a deranged murderer seems like a very significant detail that would not be omitted in Fiora's lore. That is huge, and to not have it given a slight nod, or even the faintest hint, would be a terrible oversight.
In my opinion, Jhin, as I presume that is his alias or name, is definitely Demacian, quite possibly a member of the aristocracy. His sensibilities and aesthetics resonate quite plainly with what we have seen thus far.
While I don't think they're related I did think that mask and gun were kinda Demacia-ish. Perhaps I was right and we have a new Demacian? I dunno.
A brother of hers? Maybe cast aside by the family because he was defectious, unworthy of the name. Like in Sparta, at least according to the movie '300', where they'd get rid of the weak and such. So maybe another facet to Demacian culture.
Overall I'd say that he could also be piltovian. I mean he has a gun and a robotic looking arm,which would be rather unusualy for anyone who isn't from zaun,bandle or piltover. But he is obviously not a yordle and his overall style kinda clashes with zaun too much,so Piltover makes the most sense to me.
Also their taste in flower petals seems to be similar too :p

Also rose being the symbol he uses (the same as Laurent family crest). If you look at his E ability you can clearly see a rose when the trap explodes.
Would be freaking awesome if he was a Laurent.
