Because that thing weighs at least 80 pounds, and a Yordle is not going to be able to swing it like that. Also, it makes gold explosions and holograms appear. Just checking.

Presumably it's magically sentient considering it's a "Wielder is chosen" deal, like Keyblades and other things I can't bring to mind right now.
Assuming Illaoi's talk about a spirit is true, then the hammer might come from that spirit, or be enchanted by said spirit.
Nah Poppy is just that strong, don't doubt the yordles capabilities.
