Characters who have legendary skins will be the last and the least priority of visual updates, right? Which means that characters who have at least one legendary skin, will be less likely updated than a much newer character who has zero.

mmm... no... Annie and Tristana technically had a "legendary" skin before their updates.

This is deliberately false. Many of the oldest champions had legendary skins. They then got VU's. Often, The skins team ends up making a skin, finding that it just doesn't work on the current base rig/model of the champion, and essentially have to rebuild the champ. This is what happened with Udyr and Rumble.

Here's the thing; all of a champions skins will be updated with a VU, including legendary ones. The caveat here is that they will be updated to be the modern standard of the skin itself, not the pricing tier. This is why Firefighter Tristana kept her water vfx and some special sfx, but didn't receive any new animations or a new VO. They brought the skin to the modern standard but did not give anything more than what was already included with the skin.

That's how Riot's approaching legendary skins and a champion having legendary skins does not have any impact on whether or not they'll get a VU. Chances are if the skin is new enough and of a high enough quality (SG Udyr and OS Teemo for example), then those skins will probably be left alone when those champions are given their updates.

Actually a legendary skin could be even more reason to give a champ a visual update. Nasus for example was given a VU alongside his legendary skin because they could use the model/rig of the legendary skin as a base for the VU.

Overall if you wanna know which champs are less likely to be updated,then those who already received a VU,who are rather new or just recently got a skin are usually less likely to get a VU.
