Is the Elder Dragon the leader of all the Dragons?

Is Elder Dragon the leader of the dragons or are there more of these species and it's acctualy someone else? Not just for those who appear on the rift but in general from the dragon kingdom who would be the head. Aurelion Sol is basically a god i don't think he is recognized by the others as their leader
