Are voice line updates really a waste of resources?

iirc a while back, riot said that they would not do VUs anymore. that means no updated voice lines anymore without a GU right? because supposedly, it's wasted resources. but since varus' lore update, it has been bothering me, and i have no doubt people made posts about this before, but ill add mine to the pile. Varus' lore update was without any doubt, a HUGE amount of work, and lots of work means lot of resources. Now I'm in no way knowledgable or involved in that sort of things, but with every resource that was spent for the lore update. wouldn't going that extra mile to also update his voice lines have been relatively insignificant? a lot of people, me included, were/are sorely disappointed that it rendered his voice lines outdated.

With Riot changing the characters' lore non-stop (just look at poor Karma), I guess yes, updating voicelines is a waste of time. That's why I wasn't a fan of Varus' lore update: not only did it make a 180 degree of his personality (from a noble warrior and a grieving avenger to a "cuz i'm evil lol taste my arrowsss" demon. it's like reworking Ahri into an edgy and bitter Xayah clone), but also the concept of a Darkin making himself a body from two people is silly and rather raw, regardless of all the comic and short novels that came along with the update. Designing an entirely new champ would have worked much better.
