I just got out of a game where my jungler and my ADC circlejerked and verbally abused me, but didn't get to report them because of the good ol' "skip waiting for stats" error when my internet is all ok. Title says it all.

I can fully support this idea personally and honestly can't see any issues with it (although I'm sure someone'll pop by with some).
Id also like to add being able to report people from champion select. I dont know how many times ive dodged a game because someone gets into champion select and is already cursing, yelling and saying very racist/sexist things at everyone on their team, and i dont want to spend 30+ minutes in a game with someone like that in champion select so i dodge, but i cant report them because it happened in champion select.
