I was playing Gangplank yesterday and he said on of his movement quotes.
"Tides of dead will herald my return!"
Curious, I looked up all his other quotes, and just about all of them reference some sort of revenge or return to Bilgewater. This one, however, reminded me a lot of the Harrowing (tides of dead, anyone?) I'd be willing to bet that GP will be a big part of whatever story crops up around the next Harrowing.

Dude. What if he stayed hidden after the explosion not only to recover, but to let the people's confidence in Miss Fortune waver due to the massacre of the harrowing? Then he could come back and use that to sway the city back onto his side.

I think its more of a refrence to actual dead people who he'll kill in order to take back bilgewater, i doubt any shadow isle champion would help GP take back bilgewater, since they want to consume it unlike gangplank
would be a cool thing
I also think it has more to do with the fact that GP is going to take Bilgewater back by force.
After all he also says that he is rather going to destroy bilgewater than letting it be ruled by someone else.
