yeah there alot of champs that havent had skins in a really long time that could make really cool Halloween skins. a few others i can think of Elise Evelynn (though wont until VU) Leona Leblanc Nami (got skin recently but still has very few and could make really cool holloween skin) RekSai Shaco Sion Swain Syndra Talon Anivia Aatrox

Legacy is a different category altogether.

Most Halloween skins are legacy, meaning they'll be on sale for a bit and then go into the vault until the next Halloween season. Legendary are skins that are priced at 1820, all three current PBE skins are looking to be 1350.

That said, if the three new Halloween skins are legacy (which most likely are), it'll be another Morgana skin going into the vault as her last skin was Lunar Wraith, also legacy.

~~Limited ~~ Legacy skins are often the ones associated with holidays and events (i.e. Harrowing, Snowdown, Olympics, Championship). They are only available periodically.

~~Legacy skins are~~ It also includes old, outdated skins (often recolours) which have been removed from general sale. This would include skins such as Frozen Shen, Crimson Akali and Exiled Morgana.

This designation is independent of the skins tier or pricing.

Harrowing, Snowdown, Olympics, Championship and any holiday/yearly event skins are all Legacy and therefore will come back during those specific events. Skins that are Legacy but not part of the events above go inside the vault and will come back during special occasions for a few days before heading back into the vault (Arcade 2015 did this). Some examples: Championship Riven 2016, Muse Sona, Bewitching Nidalee

Limited skins are a completely different story. You cannot get these skins through the store, mystery gifting or hextech crafting. Those skins will NOT go on sale and therefore are no longer available. Examples: PAX Sivir, UFO Corki, King Rammus

please do not confuse Limited and Legacy skin as they are not the same

Some champions are far easier to make skins for, that's a fact.
