Then people would complain about the fact that the first skin X champion got in a long time was legacy
Do you mean legendary?
Legacy is a different category altogether.
Which is more likely ? A: We got a new theme for the next skins, which champions should we use ? B: We should really make some skins for champion X, what theme can we use ?
Some champions are far easier to make skins for, that's a fact.
