Tahm and TF lore

If you look at the taunt for TF in Tahm's background on wiki it says "Bilgewater is a rough town to leave - I could make it easier for you." If TF isn't the gambler in the video, then who is it talking to Tahm. TF originates from Bilgewater and that's where the video takes place. It would also explain why TF wanted power so badly that he betrayed Graves and took a risky operation in order to get it. I mean TF cheats when he gambles and is on the run from probably a good number of frightening people. This time he couldn't escape and Tahm helps him and ruins his life after. I don't know, just making an excuse to why TF betrayed Graves.
