I’m sorry but this is so not straight. It’s like giving engagement ring. No friend would give another friend a pin, especially as a two men. Then later it says that he gave it as a reminder that he will always be there for Jarvan. This is literally low key marriage proposal.

I think you purposely excluded a part where it say it was a brotherhood act and giving out pins is common in military.

When their training was complete, Garen gave Jarvan a pin embossed with the sigil of Demacian eagle as a reminder that he would always look out for his newfound brother.

The only "sinful feeling" that Jayce has for Viktor is the feeling of murdering innocent people as far as i know.

Viktor doesn't have sinful feelings for Jayce outside their conflict. Jayce was just the closest thing he could call a friend.
No the emblem wasn't a sign of affection in sexual way. It was a sign of brotherhood.
