Skins aren't always meant to match the champion's personality. Plus Lucian doesn't have a frozen heart he has a broken heart.

And also, you don't have much of a point of reference for this skin. There's no implication that this skin couldn't be prior to meeting or during Senna's life.
I actually believe that Lucian in this skin doesn't know about Sennas fate. Hence why he sits at a table,waiting for his date to arrive during the recall...
On the other hand,it might depict him after he got over Sennas death and dates again.
