It's basically Zaun's definition of progress. Whatever it takes, only the end results matter. He's not someone who cares about criminals or anything, he just does it for science and creating the ultimate organism. Warwick is just one of the unlucky test subjects he stumbled over.

Singed felt like Warwick had the potential to fulfill his designs (cause chemtech madness) so he did horrific experiments on him

^^^Yeah what they said. They've changed so much with Universe so lots of characters are vastly different even if their lore isn't up to date yet.

In the old lore, Warwick was Singed's mentor. Then Soraka turned him into a wolf-man thing (but not a werewolf) as punishment for being a colossal douche.

If I had to hazard a guess... maybe something bad happened to Warwick, and Singed tried to save his mentor's life, but in the process turned him into a monster. But as it turns out, Warwick actually likes hunting people down now, so he figured he'd go slaughter criminals in Zaun because no one will mind, and it let's him have his fun?
