What if he’s Zac’s arch-nemesis? He’s just cartoony enough to fit with the hero motiv Zac has. The old lore lists them as friends, but I doubt Zac would like someone who shoots whoever crosses into his domain.
They are also both results of the illicit science Zaun uses. One uses his powers for good while the other uses it for evil.
And let’s be real here, Twitch would fit right in as a Saturday-morning cartoon villain.

I always thought the same. They would make much more sense as enemies than friends. Zac wants to protect the people of the city, while Twitch plans the downfall of humankind.
Maybe as a homage to the old times in which they were listed as friends, they could have a first encounter and they think they might become friends, since they both are creations of the toxic waste. But then Twitch discovers that Zac is helping the humans which he wants to kill and they have to part ways at this point, accepting that they have to fight each other to achieve what they want to.
