Confused by classification of champion region

Heimerdinger is from Bandle City but is listed as piltover due to his alliance to piltover, and the fact he is located there right now. (doesn't mean he isn't allied to bandle city, though) Rek'Sai is allied to the void but is currently near shurima, but is listed in void anyway. (in fact all the void champions probably aren't in the void right now)

This is where things get confusing

Blitzcrank is from Zaun but left and never liked them, yet is still listed as Zaun. Janna does not agree with Zaun's ideals and is allied with piltover but is listed as Zaun (though she might be there right now) Kassadin isn't allied to the void but is listed as a void champion anyway Lulu left bandle city but is listed in bandle city anyway, and Veigar is also listed as bandle city Orianna was in piltover, then moved to zaun, then left entirely, but is listed in piltover

So how is a champion's region defined?

Also Lulu's lore describes bandle city as boring while bandle city's region page describes it as extremely colourful vibrant by human standards. Is the glade like, constantly epileptic then?

I think a champions' region is based on how much they impact the region or how much the region impacts them.

Let's take Garen and Darius. They're both basically the poster boys for the ideals of their perspective areas and both have been born and grew up in their respective regions. Their stories are most likely connected to their respective stats in some way because of it.

Then we have champions like Xin Zhao, Sona, and Riven. Xin is most likely from Ionia or related to it, but his character and story likely center around his place amongst Demacia and his loyalty to the crown. Sona is Ionian but raised in Demacia (though her story probably doesn't focus much on her region). Riven is Noxian and her story is centered around Noxus despite how far she is from the capital.

There is also Lucian who is probably more connected to the shadow isles region because his story takes place there even though he is Demacian.

So for Janna and Kassadin, they belong to those regions because their stories are more connected to them. Even if Vi is from Zaun, her story is more centered on her effect towards Piltover.

Yordles are a bit tricky because in the past they were advertised as your advanced tech race but now are seen as the fae folk of Runeterra. So champions like Heimerdinger, Rumble, and Ziggs are kinda tricky because of high technology and magic don't usually mingle (but with the creation of hextech this might not be that difficult). Their stories however probably impact their home region more than they would another region. Poppy, Kled, and Kennen are probably exceptions because of how they impact other regions.

It's also why Ryze doesn't have a single region. His story impacts the world. Sol's story also impacts the world, but the world impact is more of the aftermath of him and Targon.
