Keep in mind that the Story & Art boards is a microcosm, one that at this point is much more welcoming to the critics than the endorsers. Strong, negative opinions are much more likely to propagate in this little echo-chamber. This board isn't the whole picture, and Riot has the best tools to evaluate how their content is received holistically.
Just because there's strong negative voices here doesn't reflect on an event's success as a whole, by any stretch of the imagination. They probably value how their stuff is received here, but it's still a very small subgroup, taken into consideration proportionately. I love Riot's new stuff, but this board isn't a very attractive platform for someone like me because of the strongly opinionated haters that has already claimed it. Please don't assume the loud critics here are representative of any larger group or general opinion.
The above is related to the quality of content; the slow progress is just an unfortunate reality of the situation that they've obviously tried to fix as quickly as they could, which turned out to still take frustratingly long. Stuff like that just happens, though.
