They most likely choose champs where they see that they can do a bit more other than "put champ X into swimwear" or "add water particles to champ Y"

is pretty much the perfect match for a baywatch-esque lifeguard

it was clear that there'd be eventually someone who uses a swim noodle as a weapon and i guess fiora a good pick for that(also her towel mimics her cape,which is kinda neat)

has her guns turning into water pistols(I guess they chose her over lucian because lucian is a lot more grim,thus not fitting that well into the lighthearted)

And I guess it are only 3 because the Pp series is already quite big(with these 3 we'll have 13 pp-skins,making it one,if not the biggest skin-series),but then again we don't even know if these are all pp-skins,sometimes a skin doesn't make it into the initial pbe-patch for a cycle.
