This is her 10th skin. Ridiculous. Yeah, the majority of them are shit, and she didn't have a skin w/nice particles before but the favoritism is painfully obvious.
Why not make a skin for the champs that have significantly less?

Which makes it perfect for Annie because she already have so many skins. So if people don't want to grind for the exclusive skin, they can simply buy any others that are available.
If they make an exclusive skin for a champion who doesn't have a lot of skin or haven't receive a skin in ages, it would be bad because of how much grinding/gambling the Hextech Crafting might become.
It's a skin for a cheap champion that everyone can buy early on. It would be annoying if the skin is given for a 6300 champion, which means people would probably have to buy the champ first before they can access the Hextech Crafting skin.
