EDIT: Apparently her Hextech skin is going to be a reward from the hextech crafting system.
It's an exclusive skin for Hextech Crafting.
Which makes it perfect for Annie because she already have so many skins. So if people don't want to grind for the exclusive skin, they can simply buy any others that are available.
If they make an exclusive skin for a champion who doesn't have a lot of skin or haven't receive a skin in ages, it would be bad because of how much grinding/gambling the Hextech Crafting might become.
It's a skin for a cheap champion that everyone can buy early on. It would be annoying if the skin is given for a 6300 champion, which means people would probably have to buy the champ first before they can access the Hextech Crafting skin.

Diana is getting the new All Star "Fire" skin this year. Kha'zix got his new sandstorm one last year. Lissandra got her new Blade Queen one last year as well.

Hextech Annie is intended to be** available exclusively through hextech crafting and the loot system** by acquiring 10 gemstones either in normal chests and promotional chests through rare drops or by picking up special promo chest bundles (which’ll guarantee a gemstone drop).
This is a major turn off for me here, as an Annie main I neither approve nor appreciate this method of distribution for the skin.
I feel better knowing it's a Hextech exclusive skin. Still a bit sad that they can make a Hextech tibbers and not a cool Hextech or Mechanical Volibear

It's not a skin you can buy. It's only going to be available in the Hextech Crafting, and as Annie is a bit of a mascot, it makes sense to have a skin for her be a special reward
