The thing is Graves can actually still have a cigar in the lore. Gangplank has a special quote for graves,where he talks about graves cigars,which means that lorewise,graves does indeed smoke.

They just can't show it ingame.

Laws. From the top of my head, there's countries where you're not allowed to advertise tobacco. If Riot wants to use splash arts for advertising, they can't contain the use of tobacco.
