Okay for gods sake, the reason his splash art doesn't have it is because Graves would be banned from use in certain regions where it's illegal to "advertise" tobacco use, just like fatass and his cigar or whatever he is using in his skin splash art.

It's easier to change 1 minuscule minor thing then to just let a champion not be played entirely.

That's not the point. The "act" of smoking in a game, movie, play can be thought of as endorsing, therefore advertising products used in them. No skin has this problem they are allowed to smoke. Because there is a free alternative. Graves got shafted for having to buy a non-smoking section for him.
