Okay for gods sake, the reason his splash art doesn't have it is because Graves would be banned from use in certain regions where it's illegal to "advertise" tobacco use, just like fatass and his cigar or whatever he is using in his skin splash art.
It's easier to change 1 minuscule minor thing then to just let a champion not be played entirely.
