Confused about Kled's origins

(Hi everyone. Just a fair warning that I'm writing this on my phone. If the format fails, that's why.)

So according to the tidbit of lore that came out regarding Kled, he's a Noxian legend. He's a decorated soldier, as well as as huge force to be reckoned with.

Thing is, if I remember correctly from the League wiki and old Journals of Justice posts, Noxus is supposed to be amazingly xenophobic, having almost no other species as residents except for the occasional prisoner. They're also able and willing to torture yordles like Veigar by isolating them, which twists their minds.

So how could there be this maverick yordle as a COMMANDER of sorts for an extremely xenophobic army, and being isolated from Bandle City doesn't torment him? Or maybe his craziness is the result?

As someone that has a thirst for good Noxian lore, I'm amazingly confused.

They are xenophobic, but it doesnt mean that they dont accept yordles in they army.

They don't really mention clearly that he is Noxus... But I guess they hint it largely.

What's funny is the fact that.. he does look positively mad..

The stuff in the JoJ is VERY old, and back then yordles were another humanoid species and not the ageless magical beings they are now. The likelihood is that most people on Runeterra have never met a yordle first hand, so legends about them are likely widespread.

Put it down to yordle lore having been majorly overhauled in general and them having a new place in the lore nowadays than they had in the JoJ days. Also keep in mind that Kled's likely older than Noxus.
