So do the noble houses live in various ones? For example House Crownguard and Lightshield live in the capital and maybe House Laurent or one of the others lives in High Silvermere or something? Or do they all live in the capital?
I'm assuming there are great houses ruling each city with lower houses subsequently insert hem with commoners under them and with peasants at the bottom. In the capital I assume the great houses that help rule, lesser houses.
It would be only logical if a house rules over a certain area of land and resides in the local capital, but they are also all representated in the demacian capital, as the king stands above all of them. Classic medival system I'd say.
