Bullshit, they just dont have anything good to show us so they are making up false reassurances for us so that will continue playing their lore-less game. Lore is not their focus at all at the moment, they are focusing more on making their game the best e-sport MOBA out there.
If they are really hindered by the fact that fans make better lore than they do then hire some of those fans and give them full creative freedom to fix the lore.
