@Foundations Team: Hextech Vapes and the Economy of Tobacco in Runeterra

As everyone are surely aware, Graves vaping are now canon.

Surely the the vaporizing devices are a Piltover invention, after the city-state discovers the health risk associated with tobacco and establishing regulations of some sorts. I could potentially see that it is outright banned and vapes are the only legal substitute.

Or perhaps it was never meant to be a substitute. Maybe it's something that was developed to be much more awesome than tobacco.

Could we get a clarification on what the Foundations has come up with in this respect?
