Most of the time it is the spirit wolf.
Why is it just a regular wolf sometimes?

Probably a visual bug. It has the same model as the jungle camp wolf, and my guess is it's texture (the ghosty-spirity one) just comes from a visual effect rather than a certain texture applied to it. Think of Mordekaiser's ghosts: they don't have a different texture, but just a visual effect overlapping it
