I beg to differ when it comes to updating the following:

Aatrox: Classic & Justicar
Akali: Classic & Sashimi
Caitlyn: Classic & Lunar Wraith
Darius: Woad King
Ekko: Classic
Garen: Classic
Graves: Classic
Janna: Classic
Karma: Classic
Nidalee: Classic & French Maid
Shyvana: Classic
Talon: Classic
Vi: Neon Strike
Yasuo: Classic
Zed: Shockblade
Potentially Jayce: Classic & Full Metal (Those two do the job and aren't very outdated at all)

All of these are perfectly/nearly perfectly up to date. In fact, ones like French Maid Nidalee and Lunar Wraith Caitlyn were made/done relatively recently.

Anyways, some of the champions you've mentioned are either being worked on right now, or will be in the future, in terms of VGU, a full update- And similarly to recent ones, like Ryze and Yorick, they'll receive all new/updated splashes. Those include the following:

Galio (Who is being worked on right now)
Evelynn
Akali
Cho'Gath
Irelia
Morgana
Many more which you haven't mentioned

Others have received a VU or a VGU in the past but haven't gotten all new splashes due to previous resource limitations. Those limitations have since been solved and Riot has been going back with the plan and a team dedicated to updating every outdated splash of champions who have gotten a VU/VGU before. Oh...my list isn't soley based on what's outdated or not. If it looks lame, or poorly drawn or inconsistent with the rest of the Splash art for that champion I put it on the list. For example in MF's cowgirl Splash art the face looks nothing similar to the rest of her Splash art for her other skins and looks poorly drawn so I put it there.

Thats because nowadays a champion gets all their outdated skin splash arts updated once they get a visual update.

Taric got his rework after they started doing this,garen was unlucky and got his visual update before they started doing this.

Nowadays riot is updating the skin splash arts of newly released visual updates,while also reworking the splash arts for previously updated champions,so Garen is definetly on Riots to-do list(though the current top priority is Karma who will likely get her skin splashes updated after the warwick rework)

MF, Garen, Alistar and Sivir are all on the list for skin splash updates

all the above is perfectly fine (except Galio and Evelynn are already on the list for a VGU)
