I doubt that we're getting a Watcher in a Targon event- I imagine they'd save something like a Watcher champ for a Freljord event. Nonetheless, I remember something from the updated Targon lore entries (I think it was Pantheon's?) where there was a mention of cyclopian statues, so I don't know. I could be very wrong, anyways. :P

Nevermind I found it.
I'm pretty sure whatever attacked Gnar was a Frozen Watcher. There was a book released by Riot containing artwork of them and their "foot soldier" looking ones resembled the drawing in Gnar's reveal.
