yeah you are right, but every juggernaut has a get-closer , garen a massiv MS buff, darius a puul , skarner movement speed and Urgot becasue his strength is to attack 360° so he need to have advantages for using all his 6 legs, the dash alows him to move fast aroun enemies and get a good focused with his W, the throw also him to use first one side of Urgot legs and after that the other side without moving around , very good agsint mobile champions. Also every Juggernaut needs CC, Urgot had nothing before, now he has his Q and his E, but the W also slows him, so he need something that ot scaled this slow and that is his E.
