Hrs resurrected his capital city and can raise an army of soldiers from the sand, he's a god with a golden kingdom and he wants to unite his empire

I don't think azir is a bad dude inherently just an imperialist which isn't always a good thing,

Taliyah can't be alone in fearing the emperor, lots of people are going to reject him and his ways, so will azir unify the Empire by force if he can't convince them

I can see a civil war happening in shurima between azir and his supporters and the people who fear the return of slavery and tyranny

It's a messy situation
