Did Riot make a team just for Annie skins?
This is Annie's 10th skin. C'mon!
The Visuals are great and this skin is awesome but some champions need love too!!!

It's a Hextech Crafting exclusive skin. If you ask me, it's fitting that Annie gets it BECAUSE she has so many skins already.
If they make a exclusive skin that can only be obtain through grinding for someone who haven't receive a skin in a long time or someone who doesn't have a lot of skins in general, it could probably cause a bit of a backlash (remember the whole Victorious Elise skin debacle? Yeah...).

honestly at this point i think they do it because it is easy to redo her base model, and enhance it with custom tibbers model and fancy effects... and boom...
