Animated champion splash art

What if Riot would make all the champions' splash art animated. Bring the environment and the champion alive wherever they are. Not too much but at least let the splash art move a bit. Like the Evelyn's loading screen. It would take a lot of time making all the new animations taking that there a ton of skin as well but just think how cool it would be if you are looking at your favorite champ and its not just a picture standing still.

Maybe the next pre season update or the one thereafter.

If something like this were added, I would say it would be best to limit it to Ultimate and Legendary tiers. Ultimate skins already have animated art, they just don't animate in the loading screen... obviously the prime candidate for this being done for. Legendary skins could be argued whether or not it's fitting, I personally feel like it would be worthwhile for Riot to do so.
