It says in Illaoi's lore that the priestesses are the ones who are responsible for spearheading the offensive against The Harrowing. I remember earlier this year or last, however, that The Harrowing is getting worse and claims more lives with each passing. Does this means the Priestesses or Nagakabouros herself for that matter are becoming weaker?
according to the lore also because of all the blood and pollution in the water the natural guardian serpents for biuge water cant come near to help. and the shadow idle is growing stronger every year while the nagakabouros region might now be growing weaker it is not stated they are growing stronger
to reiterate on what LaoBushido wrote; the large serpents won't come to Bilgewater b/c of pollution and the stale water and only the largest, strongest serpents can eat through the Black Mist. I don't think that Nagakabouros is growing weaker, anything but her strong serpents simply can't come to defend Bilgewater.
I think that if Bilgwater's ports were in a better state it would be whole different story in that the full might of serpents could be summoned. Where there's flow you'll find the power of Nagakabouros. She grows weaker in Bilgewater, yes, but not on a larger scale.
Water needs to flow freely through the port for the serpents to be able to come. Until that happens, they need to find another way to defend against the Black Mist.
