I'm pretty sure the Harrowing is still going to happen
It may just not be bound to Halloween anymore. There also might be a release on the Harrowing so it may not be ready yet.

It's literally already been said that there will be a Harrowing story of some kind coming very soon, and that Harrowings can drop at any time in the year. Remember last year with the "First Light After Harrowing"? according to that there's been ten Harrowings in the last fifty years.
Harrowing is not Halloween, not anymore and we are better with that change. Also from a lore perspective the Black Myst has been happening ever so frequently since its first sightings, so happening just once a year is not gonna cut it or be believable with the lore effect it has right now.
Hmmm... maybe becasue it will?
This very month or the next one there will be a Harrowing, but what they said might be so they don't have to do anything next year "remember when we said events wont be tied to hollydays? ... HSSSS .. YEE"
